Cato Ridge Logistics Hub Consortium

("CRLHC") is a subsidiary of Inkanyezi YeZulu Investment (Pty) Ltd, a Black-owned and managed entity established to spearhead the development of the Cato Ridge Dry Port. This is a private sector and AmaXimba community driven development.

Project Overview

  • Internationally, shipping remains the most important method of trade and it acts as gateways for 80% of merchandise trade by volume and 70% by value.
  • The Port of Durban ("the Port") is one of the largest in Sub- Saharan region The Port generates more than 60% of the total revenue when aggregated with the other South African Ports.
  • The Port's inefficiencies erode the competitiveness of South Africa and its economic potential.
  • According to PwC's analysis, 25% improvement in port performance can increase a country's Gross Domestic Product (GDP) by 2%.
  • The Port handles 80 million tons of cargo per annum and is the fourth largest container terminal in the Southern Hemisphere.
  • It has been established that the port is currently not functioning at optimal levels.
  • Africa's ports outshine the rest of Sub-Saharan Africa's and Durban is ranked 25th in the world in attractiveness. However, it only achieves 75% of the efficiency expected from a major global hub port.
  • The Cato Ridge Development Project is aimed at improving the Ports efficiency and create additional capacity through decongestion of the Port Precinct and Durban CBD in an attempt to keep up with economic growth.

    The Development fulfils the following National objectives and goals:
  • Encourages significant new domestic and international investment.

  • Stimulate growth of our economy and the creation of 'sustainable' jobs on a scale that will significantly reduce current levels of unemployment.

  • The project contributes to the National Development Plan (NDP) to increase the total fixed investment in our economy by at least 30% of GDP by 2030.

  • Create more opportunities for new market entrants through preferential procurement measures and expanded support to small and medium-sized business-

The Big Picture solution

  • The project undertaking is the development of a Dry Port in Cato Ridge, Kwa-Zulu Natal, South Africa.
  • The Dry Port will comprise of R2,6 Billion in Infrastructure development to support an Intermodal Terminal with a Mega Truck Stop & Staging facility, a Tank Farm, a Logistics & Industrial Park and an Automotive Terminal.
  • Cargo from the Port will be transported via rail to the Intermodal Facility in Cato Ridge.
  • The cargo will subsequently be transferred onto the road network and transported to its inland destination.
  • The Logistics Park will house industrial tenants that wish to move all or part of their operations to Cato Ridge to decrease handling costs.
  • The investment will include land purchases, rail and road infrastructure costs, building infrastructure, bulk services infrastructure, professional fees, etc.

The project impact

  • Employement creation & sme development and growth Cato Ridge is a largely rural community with a high unemployment rate, the Project is estimated to create 5000 jobs during construction and between 10 000-15 000 permanent jobs.
  • Through the establishment of a project specific incubation hub, the local SME industry will be developed, grown and supported.

  • The Cato Ridge Dry Port will improve Durban Port efficiency as it is one of the main determinants of international transport costs and this will reduce the overall cost of logistics.
  • Durban Port efficiency will also result in an increase in port capacity, increasing Transnet's freight market share and revenue.

  • Due to the magnitude of this undertaking, a Project Steering Committee with Transnet, the Community and eThekwini Municipality has been established.
